The Healthy Communities & WIC Division, located within the DHHS-Public Health Branch, houses a wide variety of health promotion and chronic disease and injury prevention programs. The goal of public health is to protect and improve the health of all people in our community, especially the most marginalized and underserved populations. The majority of the divisions programs are grant funded. This position will support the Substance Use Prevention Program (SUP). The SUP program works to prevent harm caused by alcohol and other drugs in Humboldt County. We work with the entire community to promote social norms and environments that support healthy choices.

What Youll Do

• Supervise, train, and evaluate assigned staff to ensure effective delivery of program services and adherence to County policies and procedures.
• Assist in developing and monitoring program work plans, timelines, and budgets to ensure program deliverables are met.
• Collect and maintain program data, prepare reports, and support grant and contract compliance requirements.
• Coordinate and implement substance use prevention activities such as school and community presentations, outreach events, and public awareness campaigns.

Typical work schedule: MF; 8?AM 5?PM.

Definition

Under direction, plans, develops and implements a specialized program; prepares and monitors program budget and requests for funding; performs related work as assigned.

Distinguishing Characteristics

• Plan, develop and administer program policies and procedures.
• Identify sources of program funding; prepare grant applications; work with foundations and local funding sources to secure funding.
• Develop annual and multi?year plans and budgets for assigned program(s).
• Review and interpret legislation, codes and regulations and ensure program compliance.
• Conform with administrative requirements to obtain and administer funding; administer and approve expenditure of funds; identify necessary resources and prepare annual plans.
• Participate in the hiring of assigned staff, recommending selection for management approval.
• Train staff in program and County policies and procedures; schedule work and approve leaves.
• Evaluate employee performance, counsel employees and effectively recommend disciplinary action and other personnel decisions.
• Work with a variety of community organizations and individuals to arrange and coordinate services and solicit support.
• Confire with managers and staff in other departments and agencies to coordinate activities and resolve issues related to the program.
• Make presentations to community groups and organizations regarding programs, services and activities.
• Attend various meetings, committees and conferences related to program goals and objectives.
• Direct maintenance of and/or maintain accurate records and files; prepare reports, correspondence, and a variety of written materials.

Knowledge

• Supervisory principles and practices, including work planning, selection, evaluation and employee training and discipline.
• Principles of program management, including budgeting.
• Principles of program evaluation.
• Applicable laws, codes, regulations and policies.
• Basic business data processing principles.

Other Requirements

• Must possess a valid California drivers license.
• Designated positions may require specific educational attainments or certificates depending on the nature of the program.

Desirable Education and Experience

• Equivalent to graduation from a four?year college or university with major coursework in public administration, business management or other related field; and three years of experience managing, coordinating or providing services in a program related to the assignment.
