Senior Data Integration Engineer

GovCIO is seeking a highly skilled Senior Data Integration Engineer to support healthcare data interoperability efforts within the VA Program. This role is ideal for a technical expert with deep experience in Oracle SQL/PLSQL and Java, combined with a strong background in HL7 messaging and healthcare data exchange. The ideal candidate will be a self-driven engineer who thrives in a fast-paced, collaborative environment and can clearly communicate complex data issues to both technical and non-technical stakeholders. This position will be fully remote within the United States.

Responsibilities

Design, implement, and maintain secure and scalable healthcare data integration solutions. Develop and optimize Oracle PL/SQL procedures and complex SQL queries for high-volume data pipelines. Build and maintain backend services using Java for HL7 parsing, data transformation, and system integration. Collaborate closely with business analysts, technical leaders, and security teams to ensure accurate and compliant data exchange. Interpret and transform HL7 v2/v3 messages to support EHR, lab, and clinical system interoperability. Develop and consume SOAP and RESTful web services using XML and other healthcare data formats. Support Agile development lifecycles using Jira and participate in sprint planning, daily stand-ups, and retrospectives. Deliver technical documentation and data findings in a clear and concise manner to both technical and business stakeholders. Maintain and manage ETL and orchestration tools as needed, supporting automated and scalable data pipelines.

Qualifications

Required Skills and Experience:

• 8+ years of experience in data integration, backend development, or healthcare IT.
• Bachelor's Degree or above in Computer Science or related field. A postgraduate qualification (e.g. MSc; or higher degree qualification in a relevant area) would be desirable (or commensurate experience).
• Advanced expertise in Oracle SQL and PL/SQL complex queries, stored procedures, performance tuning.
• Expert-level Java development experience backend services, API integration, data processing.
• Hands-on experience with HL7 v2/v3 messaging standards parsing, transforming, and mapping HL7 data.
• Proficiency with XML parsing, validation, schema handling, and transformation.
• Experience with SOAP and RESTful API development and integration.
• Strong experience working in healthcare environments, including with EHR, lab systems, or payer data.
• Demonstrated ability to communicate complex technical topics clearly to technical and non-technical stakeholders.
• Strong documentation and presentation skills.
• Proven collaboration and stakeholder management skills.
• Advanced Excel skills including pivot tables, formulas, and report generation.
• Good Communication skills.

Preferred Skills and Experience:

• Experience with ETL tools (Informatica, Talend, DataStage).
• Familiarity with data orchestration tools (e.g., Apache Airflow, Kafka).
• Working knowledge of Agile methodologies (Scrum, Kanban) and JIRA.
• Prior experience supporting VA or other federal healthcare systems.

Ability to obtain and maintain a suitability/public trust clearance.

Posted Pay Range: USD $130,000.00 - USD $145,000.00 /Yr.
