Overview
Be part of VTA's Office of Change Management and lean into innovation and continuous improvement in a dynamic public transportation agency. The Program Manager will lead enterprise-wide business process and operational transformations, drive employee and customer-focused outcomes, and support agency-wide change initiatives.
Division
VTA's General Manager/CEO reports directly to VTA's Board of Directors. The Office of the General Manager/CEO oversees VTA's construction, planning, financial, and capital program efforts and strategies. The Office serves as VTA's Purchasing Agent, executes real estate transactions, and manages grant agreements in accordance with VTA's Administrative Code.
Responsibilities
- Leads and facilitates large‑scale change initiatives across the agency.
- Develops and implements comprehensive change management strategies for major organizational initiatives, including enterprise technology implementations, process re‑engineering, and organizational restructuring.
- Plans, assigns, directs, manages, and reviews the work of assigned clerical and professional level analytical staff.
- Selects, supervises, trains, motivates, evaluates, and disciplines staff.
- Manages, administers, monitors, and evaluates OCM programs and the CIT.
- Provides expert guidance and support, offers change management expertise to departments and teams, including training, coaching, and consultation on best practices.
- Develops and executes communication plans, creates and implements communication strategies to ensure employees are informed and engaged throughout the change process.
- Conducts impact assessments and risk mitigation, analyzes the potential impacts of change initiatives, and develops mitigation strategies to minimize disruption.
- Measures and evaluates change effectiveness, tracks progress, gathers feedback, and analyzes data to assess the effectiveness of change initiatives and identify areas for improvement.
- Fosters a culture of continuous improvement, promotes a learning environment, and encourages feedback to refine change management processes and enhance organizational resilience.
- Collaborates with labor partners, engages with union representatives to ensure their involvement and support for change initiatives.
- Manages and coordinates resources, oversees the allocation of resources, including staff and budget, to support change management activities.
- Prepares reports and presentations, develops and delivers presentations and reports to communicate progress and recommendations to leadership and stakeholders.
- Stays abreast of industry best practices and continuously researches and incorporates the latest change management methodologies and tools to enhance organizational effectiveness.
- May serve as a member of the management team in meetings/negotiations with collective bargaining groups.
- Ensures compliance with VTA policies and procedures regarding equal employment opportunity, discrimination, and harassment prevention.

Minimum Qualifications
- Graduation from an accredited college or university with a four‑year degree in business administration, public administration, organizational development, or a related field.
- Four years of progressively responsible experience in change management, organizational development, or a related discipline, with at least two years leading and managing organizational change initiatives.
- Experience in a public sector environment is highly desirable.
