(Job #543763) Administrative Analyst/Specialist I - Exempt, Transfer Credit and Articulation Specialist, Salary Range: $4,598 - $8,318 monthly. Hiring Range: $4,598 - $4,828 monthly. This is a full-time, benefited, exempt, 12-month pay plan permanent position with a one-year probationary period in the Office of the Registrar. Position Summary:

Reporting to the Associate Director, this role is responsible for the analysis, development, and maintenance of transfer credit and articulation processes and procedures, including data entry, rule building, and electronic transcript processing. The incumbent implements transfer credit processes, manages relevant databases (Transfer Evaluation System/TES, uAchieve articulation rules), to streamline articulation agreements and transfer credit rules from California Community Colleges, test credits, other in-state and out-of-state institutions.

The incumbent serves as backup for academic requirements encoding in degree audit and degree planning systems (DARS, uAchieve). The specialist works closely with student assistants to provide day to day support for data entry, including training, lead work on projects, scheduling, etc. The specialist will troubleshoot related technical issues, develop solutions, and ensure systems are functioning in compliance with academic policies.

Key Responsibilities:

Transfer Credit Systems & Maintenance – 30%

  • Encode courses and relevant institution/course-level data for processing incoming electronic transcript data, ensuring transfer credit accuracy. Correct discrepancies and streamline electronic transcript processing.
  • Ensure accuracy in quarter/semester unit calculations, GPA calculations, and grade averaging.
  • Identify transferable and non-transferable credit according to established guidelines and policies, ensuring accurate entry into the transfer credit database (uAchieve). Utilize resources (ASSIST, CollegeSource, TES, course catalogs), and other reference tools to build, review, and update a wide range of transfer credit rules, including GE and course articulation.
  • Provide training and project support for team members involved in course/test credit entry and equivalencies.
  • Implement transfer credit maintenance procedures (annual course suspensions, clean-up, etc.).

Articulation Support – 30%

  • Analyze articulation goals, implement projects to close gaps, evaluate existing rules for consistency, and develop policies for maintaining accuracy. Work to finalize and publish agreements in various systems and public-facing websites (TES, ASSIST, CSU Fully Online)
  • Review curriculum changes to identify new, revised, and terminated transfer courses. Evaluate articulation impacts and encode transfer course rules into the database.
  • Evaluate existing rules for consistency and accuracy, and develop policies to ensure same
  • Provide analytical, developmental, logistical, and technical expertise to faculty in reviewing articulation proposals and maintaining rules in Student Success databases (DARS, TES, Assist.org, u.Direct).

Degree Audit & Planner Encoding Support – 20%

  • Provide degree audit (DARS) analytical and encoding backup support for developing and maintaining the Cal Poly Humboldt degree audit (e-advising) infrastructure.
  • Assist with degree audit and degree planner maintenance as needed, particularly as it relates to transfer credits.
  • Develop and execute test plans for academic requirement and rule changes, and recommend operational and technological improvements to ensure compliance with university/CSU policies and procedures.
  • The incumbent serves primarily in an analyst role requiring knowledge of transfer credit articulation, auditing for academic requirements completion, and constructing term-by-term degree plans.

Student Assistant Coordination – 15%

  • Provide lead work direction, training, and support to student assistants, including onboarding, scheduling, and day-to-day coordination.
  • Coordinate data entry operations, develop training manuals

Other Duties as Assigned – 5%

Knowledge, Skills, and Abilities Associated with this Position Include:

  • Working knowledge of and ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations.
  • Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty.
  • Working knowledge of operational and fiscal analysis and techniques.
  • Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
  • Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.
  • Expertise in investigating and analyzing problems with a broad administrative impact and implications.
  • Ability to anticipate problems and address them proactively.
  • Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form.
  • Ability to train others on new skills and procedures and provide lead work direction.
  • Demonstrated ability to balance competing priorities in a multi-task oriented environment.
  • Experience building and sustaining collaborative working relationships with a variety of individuals from diverse backgrounds.

Minimum Qualifications:

  • Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field.
  • A foundational knowledge of public administration principles, practices, and methods.
  • This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Preferred Qualifications:

  • Three (3) years of experience in a higher education environment leading to strong knowledge of university transcript standards, admissions eligibility, transfer credit evaluations, and/or curriculum analysis.
  • Three (3) years of experience in systems including PeopleSoft, DARS/u.Achieve Suite, TES and/or ASSIST.
  • Ability to organize and plan work and projects including handling multiple, competing priorities.
  • Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as a liaison for the Office of the Registrar and Enrollment Management.
  • Fluency and working knowledge in using standard office software, particularly Microsoft Office and Google Workspace.
