We offer opportunity for entry level applicants to advance to senior level and we welcome all senior level applicants to submit an application as well.

Under the general supervision of higher level staff, performs a variety of semi-skilled and skilled tasks related to the construction, maintenance, repair, installation and monitoring of City parks, facilities, and natural resource areas; and performs other related duties as assigned. This position will work primarily in the City's Parks division.

Examples of Duties

  • Performs park construction, maintenance, and repair activities
  • Constructs, maintains and repairs recreational trails, trail markers, fences, rails, signs, gates, access roads, bridges, benches, interpretive displays and other components of the City's natural resource, recreational and open space areas.
  • Performs land stewardship functions, including revegetation, habitat enhancement, timber stand improvements, storm water infrastructure maintenance and repair, litter abatement, and watershed restoration work in marsh and creek areas; maintains drainage channels, weirs, aerators, ponds and creeks.
  • Performs minor building and facility repairs; performs minor concrete construction and repair activities.
  • Performs vegetation management activities; maintains drainage channels, tidelands, wetlands and creeks.
  • Operates, maintains, and transports a variety of hand and power tools, vehicles, and equipment.
  • May provide technical and functional supervision to new or seasonal employees, volunteer groups, contracted work crews, or other assigned staff.
  • Coordinates with law enforcement staff to ensure compliance with the City's rules of use in parks, facilities, and natural resource areas; provides information to the public relating to the proper use of these areas; responds to complaints and answers questions from the public; responds to nuisance abatement calls.
  • Performs other related duties as assigned.

Typical Qualifications and Requirements

Experience and Training
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.

A typical way to obtain the required qualifications would be:
  • Maintenance Worker and Senior Maintenance Worker: Equivalent to graduation from high school.
  • Maintenance Worker: At least one (1) year experience and/or training in the construction, maintenance, repair, installation and monitoring of public parks, facilities, or natural resource areas.
  • Senior Maintenance Worker: Satisfactory demonstration of at least two (2) years experience independently performing the duties of Maintenance Worker, and the ability to perform the specific tasks established for promotion to the position.

Knowledge of: Methods, materials, tools and equipment used in the construction, maintenance and repair of municipal parks, playgrounds, facilities, structures and natural resource areas; methods, materials, tools, and equipment used in basic carpentry, plumbing, electrical, and concrete activities; safety equipment and work practices related to the work, including use of chemicals; proper operation and maintenance of hand and power tools, vehicles and equipment; basic mathematical computations; basic computer operations related to work; pertinent Federal, State and Local laws, codes and regulations; principles and practices of effective customer service, both in person and over the telephone.

Ability to: Operate and maintain tools, vehicles, and equipment used in the construction, maintenance, repair, installation and monitoring of municipal parks, playgrounds, fields, public buildings and facilities, trails, instream structures, culverts, bridges and natural resource areas; operate, maintain, and transport a variety of hand and power tools, vehicles, and equipment; read, understand and interpret a wide variety of technical and non-technical manuals, specifications and work orders; perform record keeping functions and data input; coordinate the work of assigned staff, work and volunteer groups; work independently without immediate supervision; physically perform frequent, heavy manual labor using safe work practices; operate computer devices using standard and customized software applications appropriate to assigned tasks; maintain effective and cooperative working relationships with City staff, departments, outside agencies, commercial vendors, and the general public.
Additional Information

Other Requirements:
  • Possess a valid California Class C Driver's License.
  • May be required to obtain a valid Commercial Driver's License.

Physical Requirements
Work is generally performed in a field environment, traveling from site to site. Must be able to perform the physical aspects of the job, including sitting and standing for periods of time; stooping, bending, kneeling, crouching, reaching and twisting; lifting, pushing, pulling; lifting or carrying up to 50 pounds, and up to 150 pounds with assistance; working in cramped or restricted spaces; traversing rough/uneven terrain; climbing up to 45 feet; operating a motor vehicle; performing heavy physical labor on a sustained basis; working outside in all weather conditions.

DISASTER SERVICE WORKER

All City of Arcata employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned and to return to work as ordered in the event of an emergency.

Retirement:
CalPERS Program:
  • 2% @ 55 for "CLASSIC" members. Currently, employees pay 8% (7% member rate and 1% of employer rate).**
  • 2% @ 62 for "NEW" members. Currently, employees pay 7.75% member rate (subject to actuary change annually).
**For vacancies filled by a current City of Arcata employee who is already a CalPERS member, the employee will remain at his/her current CalPERS formula. For existing employees who are 2.7% @ 55 members: currently employees pay 9% (8% member rate and 1% of employer rate).

Medical:
The City currently pays the majority of the premium for employee and family for medical, dental, and vision. The current monthly employee contribution for employee + 2 or more is $537.00 for medical for the Anthem Blue Cross EPO 250 Plan OR $399.20 for the Anthem Blue Cross EPO 500 Plan; Contributions are lower for employee only and employee +1. The employee/dependent contribution is fully paid by the City for dental (Ameritas); and vision (VSP) coverage. City offers $300/mo. health insurance opt out option.
Note: There are specific requirements for continuing these medical coverages as a retiree.

Vacation:
Accrues at 8 hours per month upon employment and increases with time in service.

Sick Leave:
Accrues at 8 hours per month with no limit. 48 hours of Family Illness Leave are also allowed per year and are deducted from employee's accrued Sick Leave. This is not accruable.

Family Illness/Bereavement Leave:
An employee may be granted up to 48 hours per year family illness/bereavement leave with pay. This is not accruable.

Holidays:
The City provides 12 fixed holidays per year, in addition to 32 hours floating holidays.

Life Insurance:
The City pays the premium on a $50,000 term life insurance policy for eligible employees.

Longevity Pay:
Employee receives an additional 3% of base pay after 5 years of continuous service; an additional 3% after 10 years; and an additional 3% after 15 years.

Deferred Compensation:
One Deferred Compensation plan available; with City contribution upon employment and increases with time in service.

Other Benefits:
Other benefits include City-paid membership in an Employee Assistance Program (EAP) for the employee and eligible dependents; an education and training reimbursement program; optional participation in supplemental health coverages through AFLAC; optional participation in pre-tax Unreimbursed Medical and Dependent Care Assistance programs; Tobacco Cessation and Adoption incentive plans; and free bus service on all routes operated by Humboldt Transit Authority (HTA) for employee and immediate family members.
